Organization and management of research activities at the branch RANE&PA is directed by deputy branch director for Research and Department Heads. Each department have individual work plans for each faculty member for all academic year; at faculty meetings each department approved annually plans by the subjects of research and research plans and reports on the research-scientific activities (RSA). Issues of research are considered at almost every meeting of the Scientific Council of the branch.
The system of research include:
- Scientific and professional growth of faculty staff;
- Implementation of scientific and research activities by faculty of the branch;
- faculty guide the research activities by students and trainees.
Currently, the faculty employs 90 people and nearly 83% of them have academic degrees and titles: over 20% of doctors, professors and over 60% of PhDs, assistant professors.
Every year 3-4 faculty members defend doctoral or master's theses: in 2008 there were 2 faculty members who defended doctoral dissertation and 2 - PhD theses, in 2009 - 2 and 2, 2010 - 2 and 2 (in 2010 Annin Anatoly became doctor of science ( Department of Management) and Chechetkin Victor D., (Department of Economics), PhD - Singer Natalia, (Department of social and humanities disciplines) and Staroverova Elena (Department of Economics).
Currently, 2 faculty members are doctoral students and 3 graduated from RANE&PA and VSHU. 22 people are working on doctoral and PhD dissertations in the form of degree applicant, 4 of them have completed doctoral studies and are preparing to defend their dissertation for the degree of Doctor of Sciences .
In the past three years, virtually all faculty members have been training in the Russian Civil Service Academy under the President or at the Academy of National Economy under the Government of the Russian Federation.
The priority research areas conducted the branch in the 2009/2010 academic year were defined by the Academic Council on the proposals of departments as follows:
- Development of Public Administration at the regional level;
- Assess the effectiveness of state and municipal employees;
- Strategic management of socio-economic development of the region;
- Legal support of state and municipal government
Some of the departments clarified and expanded these areas.
For example, within their specialization in the branch the Department of Economics developed the following areas of research:
- Budget flows in the region;
- Increase the investment attractiveness for the region;
- Control system of the regional economy.
Subject of research work by faculty of the Department of management is also directly related to the improvement of the state and municipal management, development management of the municipalities, regional social policy, etc.
The main purpose of the scientific work of the faculty is aimed at improving the educational process, so that research results are delivered usually in the form of monographs, textbooks, science-methodical works and learning aids. In 2010 more than 20 books with total volume of 160 printed pages, including 13 monographs were published at the expense of the branch. In January 2011 with the participation of all departments has been formed and approved the Academic Council publishing plan for 2011 with the cost estimates not less than 350 thousand rubles.
The branch holds regular international and inter-institutional scientific and practical conferences. For example, since 2003 annually in December the branch held scientific-practical conference of young scientists from Vladimir region on strategic management. For example, in December 2007 the topic of the conference was "Investment Strategy for the region: state, problems and prospects", the organizing committee received over 110 reports and abstracts of articles published in compendium volume of 24 printed pages. The theme of the conference held in December 2008 was "Development Scenarios for the region” and has also attracted great interest. The conference proceedings book was published with more than 100 works by students and professors from various universities of Russia. With no less interest and a large number of participants held a conference on this subject in 2009 and 2010.
Contribution of scientists of the branch of RANE&PA is active discussions on regional issues are held each May as the scientific and practical conference on "Regional Economy: Problems and Prospects". To this conference participants are drawn from all schools of Vladimir and Ivanovo regions, Nizhny Novgorod, and many other regions of Russia, the U.S., China and other countries. Conference proceedings to these conferences are also published as collections of articles. These May conferences are dedicated to the memory of Professor Gutman Gerald V. ("gutmanskie reading"). Department of Economics and Management publish interuniversity collection (editors are Professor Digilina O.B. and Professor Khartanovich K.V.).
The branch continues active cooperation with the municipalities of the region and the Association "Council of municipalities of the Vladimir region”. In June 2008 according to economic contracts themes commissioned by the Council of municipalities was developed and implemented training program for staff of the Fund for Entrepreneurship Support, the Borodino, Krasnoyarsk Krai. To help "municipal" our faculty prepared and issued a manual on the course of "Municipal management" (the authors of the manual are 12 faculty members of the branch). The entire edition of the manual was sold.
With the participation of faculty of the branch a regional program of development of municipal services in the Vladimir region for 2008-2010 has been designed and implemented. This program included the 2009 and 2010 training for all municipal employees. In preparation for the competition to perform this type of work a large group of instructors from the branch worked on the preparation of new training programs for retraining and upgrading skills level of municipal employees.
Proposals to the regional government on orders of retraining of civil servants for the Administration of Vladimir region in 2009-2011 have been developed. This order branch had won in the contest.
For the current academic year the following topics have been adopted for research and development:
- Develop performance indicators for municipal authorities to manage the property.
- Socio-cultural portrait of Vladimir region.
- Develop a structure of modules for bachelor's and master's majors "Stae and municipal management" (as the continuation of the 2011 R & D).
- Evaluation of management executives of municipal authorities in the management system, result-oriented.
- The use of computer simulation in traffic accident expertise accident (TAE).
- The role of information technology in the transition of the region towards sustainable development.
Since the main form of training students in the branch is in absentia, a smaller proportion of students enrolled in an evening format on a daily Baccalaureate major and specialties. In response to this, students and trainees of the Vladimir Branch RANE&PA have the opportunity to participate directly in all ongoing research projects of the branch, conferences, collections of scientific articles, etc. From the academic year 2007/2008 at the branch we held separate competitions of scientific works of the students; the statute of the competition is approved; 3 nominations (in economics, management, law) announced by the order of the Director; created competition committee, who shall be headed by deputy director of the branch of scientific work.
In 20010 the Council of Young Scientists and Students' Scientific Society was established in the branch. During the year we held a traditional contest of student research papers, and several scientific and practical conferences, and published collections of student papers.
